Abstract:
Kazakhstan tries to develop its own e-government project in a westernized format. One of the
main creations is implementation of an electronic government web-portal (e.gov.kz). It has made
success in providing public services and documents from the government’s perception. But has it
been really successful? In this paper we discuss and analyze the challenges and obstacles that the
citizens of Kazakhstan come across when trying to utilize the services provided by the web-
portal.
